The model in brief — Most strategy processes assume strategy is made in a planning cycle: analyse, decide, cascade, control. The Emergent Strategy Model by NovaQTech starts from what actually happens in organizations. Strategy flows from two headwaters. The first is the lived stream: strategy arising continuously out of the organization's real life — the decisions forced by events, the experiments that work, the issues that will not wait for an annual cycle. The second is the planned stream: deliberate direction set on long, medium and short horizons. In most organizations the lived stream quietly produces the larger share of real strategy while the planning system pretends otherwise. This model runs both streams openly, as one system. Five functions — Perspective, Intelligence, Agenda, Ventures and Allocation — operate the lived stream; a horizon planning cycle operates the planned stream; and a single portfolio, every strategy tagged Lived, Planned or Blended, is where the two streams meet, compete for resources and correct each other. Plans are re-opened when lived evidence defeats their assumptions; lived strategies that prove themselves graduate into plans. An origin-mix measure shows where your strategy really comes from.

The instruments: the strategy health check (in the Strategy Evaluation Workbook, Excel) evaluates the current strategy in three checks — are its load-bearing assumptions still true, what has changed inside and outside, and what it is actually producing against its targets — on printed scales with printed verdict bands and routing rules, its working formulas producing the scores and the verdict rather than hand-typed totals. The Decision Quality Instrument, carried on the strategic decision record, scores a decision across five areas on 25 items before it is allowed to stand. The Emergence Alignment Diagnostic, carried on the portfolio record, scores the system itself across six groups on 30 items, places it on the model's three-level maturity path, and feeds a health dashboard — decision quality, experiment throughput and kill ratio, issue-to-decision latency, and the origin mix — so the state of the strategy system is a set of numbers on a page, not an impression.

The worked example: the toolkit teaches by finished work, not by fragments. Kestrel Engineering Ltd, a fictional manufacturer of industrial pumps and valves with about 350 people, runs one full cycle end to end: an urgent issue fires the Agenda function out of cycle; Perspective reframes the question; the health check finds the current strategy's foundations failed and prints its results attainments line by line; two Ventures experiments are run and one is killed on the evidence; a contested portfolio call is argued from both sides and settled on the record; the cascade deploys three programmes, a policy statement and cascaded objectives; the diagnostic scores the system 45 of 60 at maturity Level 2; and the planned stream's horizon review admits a remanufacturing line from the three-year direction and re-opens an export commitment the lived evidence had defeated — closing on an origin mix of 60 percent Lived, 20 percent Planned, 20 percent Blended.
