Singapore Mandates Independent AI Reviews for Financial Firms

On 7 October 2026, the Monetary Authority of Singapore (MAS) published its Guidelines on Artificial Intelligence Risk Management, setting binding supervisory expectations for how banks, insurers, and payment firms govern AI. The standout requirement: every AI use case must be reviewed before deployment by parties not involved in its development — independent assurance becomes a gating step, not a post-launch checkbox.
Institutions remain fully accountable for AI supplied by third parties, including AI embedded in vendor products, and must maintain an up-to-date inventory of all AI use across the business. Compliance is phased: board oversight and risk management frameworks take effect on 7 October 2027, with full lifecycle controls following on 7 October 2028.
MAS also signaled further consultations in 2027 on agentic AI, the autonomous systems now entering trading and compliance workflows. For auditors and assurance professionals, the message is clear: AI governance is moving from principles to enforceable checkpoints.
