PCAOB Adopts Amendments to QC 1000 Ahead of December 2026 Effective Date
On 9 September 2026, the U.S. Public Company Accounting Oversight Board (PCAOB) adopted targeted amendments to QC 1000, the standard for a firm’s system of quality control. Subject to SEC approval, the amendments take effect alongside the standard itself on 15 December 2026.
Key changes include:
- Eliminating the External QC Function requirement;
- Greater flexibility in assigning QC responsibilities, including to non-firm personnel;
- Narrowing certain requirements on externally communicated audit-quality metrics;
- Reducing QC documentation retention from seven years to five years;
- Letting firms choose their own annual QC system evaluation date rather than a fixed 30 September;
- Revising evaluation conclusions to align more closely with other quality management standards.
The amendments ease specific burdens but leave QC 1000’s fundamental risk-based architecture intact. Audit firms — and the audit committees who oversee them — should assess now whether scope, staffing or fees for upcoming audits could change.
